一、團隊目標 Team Goals
台灣六十五歲以上的老年人口,已經於2018年三月突破14%,正式成為世界衛生組織定義的高齡社會。因應本土照顧人力則短缺,政府於1992年開放家庭看護移工迄今,人數已超過24萬。這群來自東南亞的勞動者,不僅成為台灣家庭重要的照顧人力,也改變台灣社會日常的生活地景。高齡者和移工以及他們的福祉,成為台灣社會當前重要的課題。但不管是家庭看護移工或是他們照顧的老人,都是台灣社會中「失聲」的兩群社會弱勢群體,一方面他們被描繪成「社會問題」;另一方面,政策和主流社會沒有看見他們真實的需要。本課程希望能帶領學生,從移工與老人的主體經驗,重新理解老年、照顧、性別與遷移等全球化脈絡下重要的議題,並擴展學生的視野,辨識全球化對於在地經驗的影響,以及世界體系下,台灣與東南亞國家的關係。
The elderly population aged over 65 in Taiwan has broken through 14% in March 2018 and officially became a senior society defined by the WHO. In response to the shortage of local care workers, the government opened the family care transfer in 1992, and the number has exceeded 240,000. This group of workers from Southeast Asia has not only become an important caring manpower for Taiwanese families, but also changes the daily life landscape of Taiwanese society. Older people and migrant workers and their well-being have become important issues in Taiwanese society. However, whether it is family-care migrant workers or the elderly they care for, they are two groups of socially vulnerable groups in Taiwanese society. On the one hand, they are portrayed as "social problems"; on the other hand, policies and mainstream society do not see their real needs. This course hopes to lead students to re-understand the important issues of globalization, such as old age, care, gender and migration, from the subjective experience of migrant workers and the elderly. And expand the students' horizons, identify the impact of globalization on local experience, and the relationship between Taiwan and Southeast Asian countries under the world system.
二、招募學生條件 Desired Disciplines & Prior Knowledge of Student Participants
本計畫將透過授課老師既有的課程、辦理公開說明會等方式,招募對老年、遷移、照顧與社區參與等議題有興趣之學生。同時,招募東南亞外籍學生,除借助東南亞學生語言之專長,增進其對相關議題與在地社區之了解,並提供台灣學生與東南亞學生相互學習與合作之平台。
The program will be through the existing courses of teachers and the public briefing session recruit students interested in issues such as old age, migration, care and community involvement. At the same time, recruiting foreign students from Southeast Asia, in addition to leveraging the language expertise of Southeast Asian students, enhance their understanding of relevant issues and local communities, and provide a platform for mutual learning and cooperation between Taiwanese students and Southeast Asian students.
三、團隊學生需選修其他延伸課程 Other support courses or knowledge
鼓勵學生在方法上可修習田野工作、質性研究等課程,增進現象觀察與資料搜集之能力,在相關議題上可修習高齡化、跨國遷移與多元文化、社區工作等課程。
